Chhapra–Gopalganj Highway Upgrade Moves Ahead with DPR Tender

New Delhi: The National Highways Authority of India (NHAI) has initiated the process to appoint expert consultants for preparing a Detailed Project Report (DPR) for the widening of a 95-km stretch of National Highway-85 in Bihar. The project aims to upgrade the existing road between Chhapra and Gopalganj into a four-lane divided highway.

The move, announced in March, involves international competitive bidding to select a consultant who will prepare the DPR, outlining the technical, economic and financial feasibility of the project.

Focus on safety and connectivity

The upgrade is aimed at improving regional connectivity and enhancing road safety. In addition to lane expansion, the project will include:

  • Modern infrastructure: Design of bridges, flyovers and service roads to separate local and high-speed traffic

  • Smart technology: Integration of Advanced Traffic Management Systems (ATMS) for real-time traffic updates and emergency response

  • Safety features: Inclusion of pedestrian underpasses, cattle crossings and other measures to minimise accidents

Timeline and scope

The selected consultancy firm will have nine months to complete the DPR. The scope of work includes traffic and soil surveys, environmental impact assessment, and preparation of rehabilitation plans for affected communities.

NHAI has set stringent eligibility criteria, requiring firms to have prior experience in large-scale highway projects and a team of qualified experts across engineering and environmental disciplines. Technical proposals will be evaluated rigorously, with only those scoring at least 70% qualifying for further consideration.

Economic significance

The project is expected to significantly boost infrastructure in the region by reducing congestion and travel time between Chhapra and Gopalganj. The four-laning of NH-85 is likely to support local trade and improve daily commuting for residents.

Bidding is currently open to eligible domestic and international firms, with the final contract award expected later this year following evaluation of technical and financial bids. DeshGujarat
