NHAI invites bids for DPR of 60-km Latur Outer Ring Road

Latur: The National Highways Authority of India (NHAI) has invited proposals from eligible technical consultants for the preparation of a Detailed Project Report (DPR) for a new four-lane Outer Ring Road around Latur city in Maharashtra.
The project envisages a high-speed divided carriageway with a tentative length of 60 km. The consultancy assignment aims to assess the technical, economic, and financial viability of the project and prepare the required documentation for international or domestic competitive bidding.
Project scope and timeline
The entire assignment is scheduled to be completed within nine months (270 days). The work will be carried out in eight stages, starting with an inception report and progressing through feasibility studies, alignment finalisation, and environmental clearances, before concluding with the final DPR and land acquisition-related reports.
Key components of the study include:
Traffic studies: Volume counts, axle load surveys, and demand forecasting for the next 30 years.
Alignment optimisation: Identification of the most suitable route, including bypasses around congested locations, verified through the PMG Gati Shakti Portal.
Design and safety: Engineering design of the four-lane road, bridges, and interchanges, incorporating mandatory road safety audits.
Environmental and social impact: Comprehensive assessments, including Environmental Management Plans (EMP) and Resettlement Action Plans (RAP).
Eligibility and bidding requirements
NHAI has specified that consultants must have experience in similar highway projects, particularly those involving four- or six-laning. Applicant firms must have an annual average turnover of at least Rs 5 crore over the last five years.
All bidders and key personnel are required to register on the MoRTH portal INFRACON before submitting proposals. Entities from countries sharing a land border with India will be eligible only if registered with the competent authority.
NHAI has set a clear timeline for the tender process. The last date for submission of queries is February 11, 2026, at 15:00 hours, followed by a pre-bid meeting scheduled on February 13, 2026, at 15:00 hours at NHAI Headquarters in New Delhi.
