Video Recording Mandatory for PUC Tests in Delhi to Curb Fraud

New Delhi: In a major step to prevent fraud in vehicle pollution checks, the Delhi Transport Department has made it mandatory for all Pollution Under Control (PUC) centres in the capital to record video footage of the emissions test and upload it to the government portal.

The decision has been taken on the directions of the Delhi government after investigations revealed large-scale irregularities at several PUC centres. According to the Transport Department, many centres were either not uploading video clips or uploading incomplete footage that failed to prove whether the vehicle was physically present at the testing centre.

The department has clarified that PUC certificates issued without complete and clear video recordings will no longer be considered valid.

What must be visible in the video

Under the new guidelines, each video clip must clearly show:

-The vehicle registration number

-A clear view of the authorised PUC centre

The probe being inserted into the vehicle’s exhaust pipe during the emissions test

If any of these elements are missing or unclear, the PUC certificate will be declared invalid and strict action will be taken against the concerned PUC centre, including cancellation of its licence.

‘No PUC, No Fuel’ rule already in force

The move is significant as Delhi already enforces the “No PUC, No Fuel” rule. In such cases, an improperly issued or invalid PUC certificate can cause serious inconvenience to vehicle owners, including denial of fuel at petrol pumps.

Advisory to vehicle owners

The Transport Department has advised vehicle owners to visit only authorised PUC centres and ensure that the complete testing procedure is followed properly. Any violation of the prescribed rules may result in the cancellation of the PUC centre’s licence.
